Japan says coast guard plane wasn’t cleared to be on runway before collision, pilot disagrees

The investigation into how a Japan Coast Guard aircraft and a passenger plane collided Tuesday at Tokyo’s Haneda Airport is underway, with Japan’s transportation ministry already appearing to place blame on the pilot of the smaller coast guard plane.
